Shir oversees the strategic direction and overall management of Blue Star LLC, shaping the company’s long-term growth vision with a strong focus on industrial talent solutions. She brings over 20 years of experience in human resources, including leadership roles within leading global industrial companies such as Atlas Copco and Epiroc.
Leveraging her extensive background in global operations, Shir combines deep industry expertise with a practical understanding of what drives success in complex industrial environments. She specializes in targeted, strategic recruitment and executive search across the mining, construction, and industrial sectors, ensuring that every placement delivers both strategic value and cultural alignment.
Jacob J. Levy
Co-Founder & Managing Partner
Jacob leads and shapes the commercial strategy and operational execution at Blue Star LLC, bringing over 30 years of international business development experience, having visited more than 45 countries and developed hands-on experience across diverse markets. His background includes leadership roles within leading global companies such as Koç Group, a Fortune Global 500 company, and Anadolu Group, where he managed large-scale trade operations, drove new market penetration, and built international commercial networks.
Jacob works closely with international manufacturers to support their entry into the U.S. and Latin American markets. With deep experience in distribution, supplier partnerships, and cross-border trade, he buils strong and scalable commercial foundations for long-term growth.

Sebia serves as Blue Star LLC’s independent consultant in Türkiye, supporting local market engagement and business development activities. Based in Istanbul, she provides on-the-ground insight, identifies potential opportunities, and facilitates introductions to relevant manufacturers and commercial stakeholders.
In addition, Sebia brings over 20 years of experience in project coordination and stakeholder engagement. She has been involved in complex, multi-stakeholder initiatives, including collaborations with national federations and specialized equestrian rehabilitation programs. This background supports her structured, detail-oriented approach to communication, coordination, and relationship management.
